The newly appointed Head of the Russian Independent Anti-Doping Commission, Vitali Smirnov, dismissed “any suspicion that at any point there was a state-run programme supporting any manipulations with doping,” while speaking to journalists at the World Anti-Doping Agency (WADA) Executive Committee and Foundation Board Meeting in Glasgow on Sunday.

We talked about what is being done and what was done, and about how we see the future development. We are not planning to build a system which would be any different from the global one. We want it to be perfect, and we hope that everybody else will follow. We dismiss any suspicion that at any point there was a state-run programme supporting any manipulations with doping. Another position of ours is that there is no collective responsibility for violations. Clean athletes cannot suffer because of those who try to cheat."
